its french so it will probably have any number of problems! pugs, renaults and citreons keep my auto electrician in business, his unit is all ways rammed full of them with all manner of issues lol
it could be a sensor fault or ecu fault thats causing it try and get it plugged into a diagnostic to see if it pulls anything up?!

check for an air leak around the inlet manifold,
thats the usual fault for such a high idle,
they're bad for map sensor popping out(left side of the throttle body)
as for the overheating?
impossible to say without seeing it but could be bad mate,
and if its been overfilled its prob been losing water for a while

Wank cars IMO,alright for Ł200 though.I'd guess water in the footwell would be blown heater matrix, could always short the pipes to prove it.as for high idle, either stuck throttlebody/cable,leaky manifold or dodgy sensor.
Shove it on the bay mate, worth a lot more in bits or to someone else and get something tidy like a Corsa, polo mk4 or a nice mk4/5 fiesta, much more reliable.

heater matrix is realy easy on these
no need to take the dash out or anything,
remove glove box and the matrix can slide out the side of the heater box
tight but it goes, only 30 odd quid for a new 1, done 1 just last week

The ONLY thing that can increase engine speed is air and so either the throttle is jammed (Very unlikely) More likely to be the ISCV being told to open this much or jammed, only other possibility is you have an air leak, an engine with no load only needs the slightest bit of air to make a bid difference. Try unplugging ISCV to see what difference it makes, it should stall.
As to the overheating the coolant can't be circulating and if it's inside in the footwell then as said must be matrix leaking.

Try unplugging it with the engine running otherwise take it out and extend the plunger a bit. It should adjust with the ignition turned on. Pretty common to happen, just shocks it when jump started.
