Is there a way of removing some/all of the clear coat and applying new? Would it look a cunt?

google it, it takes paint off and bouces off softer material like sealer and rubber. its like shot blasting but more delicate. 100% works on clear coated carbon fibre

if all depends on what has been put onto the carbon, laquer, clear epoxy topcoat, epoxy gelcoat, etc etc. Which ever it is it MUST be compatable and uv resistant, cheap top coats/resins etc will have bad effects when subjected to various temps and uv conditions. If you are going to sand the existing top coat off be VERY careful no to sand down to the carbon as you will distort it very quickly, something I learned the hard way :-(
