Is the fan siezed slightly or is it free to turn by hand? A friend of mine had an escort and the fan was very tight to turn and that kept popping fuses.

But if you go to the car and try turning the fan by hand (with engine off obviously), does the fan spin freely or is there any resistance?

And is the fuse popping or is the plastic actually melting? If its melting then you've got a poor solder joint/fitting at the fuse holder thus creating a build up of heat.

You've got a poor joint on the fuse holder/fuse box then, which creates heat, thus melting the fuse plastic.
