But if you go to the car and try turning the fan by hand (with engine off obviously), does the fan spin freely or is there any resistance?

And is the fuse popping or is the plastic actually melting? If its melting then you've got a poor solder joint/fitting at the fuse holder thus creating a build up of heat.
