Quick Ebay Question
I Put My Car On Ebay And It Didnt Sell, They Offered Me The Chance To Relist It And If It Sells I Dont Have To Pay The Fees To Relist It.

Probably Not. If You Pull The Listing Then I Can't See What They'd Charge You For.

You have already paid a listing fee. If you relist it you pay another listing fee. If it sells you get the second relisting fee back.
