Help got boost but no power!!?

Hi all, as title says turbo working and boosting but no power at all. Car is mfi s2 escort just changed head gasket.

Thought it might be the timing so re checked but still the same problem,

Thought it could be a boost leak too, but it boosts right up to 10 psi and holds, unless the leak was after where the boost gauge was plumbd in maybe? Any ideas where to look?
