Iv just done what Chip , Porkie , Dave, tank mike etc have done and bought a williams 3 for a touch more than your looking to spend. It's currently on the ramp having a clutch ratchet and cable sorted then it's going to get driven hard for this year maybe a ring trip or two then either sell it or break it.
It's best not to get to carried away otherwise it defeats the object of a budget track car.

Cheers for all the answers and ideas, I would prefer Ford, but anything else is not out of the question. As for handling out of the box, well, I'd have that budget for the car initially, but i'd get some coilovers and ARBs over time. Also how about bigger brakes? I know the gti-6 brakes fit on saxos and pugs, what are the cheap options for the mk2/3/4 fiesta? I do have access to something like 35% on AP stuff if it came to it though.

Plenty of brake options.
Fit decent wheels and you can have 300mm ST170 brakes on most of the options which would be fine in a light car.
I think a Puma with 300mm brakes, coilovers, and plenty of weight saving would be a lot of fun. May not be the best compared to some of the French tin foil, but it isn't about being fastest, it's about fun. Least you'd have the right badge
