it's got nothing to do with a camera in space - the cameras are on the road to read the number plates and their position is known via gps so that they calculate average speed between 2 points. no different to the SPECS average speed cameras in roadworks now really, except that by using the gps data of every camera you can easily create a network.

Thats how I understood it. So we all need to buy two matching cars insure both and have a gps based system that knows where all these cameras are then switches number plates every other camera. Then you could say, if you got done, that it was impossible to cover the distance in that time and that the system is shit.
