Default Speedo Over reading?

We have a KA its a 98 S reg and the speedo over reads but about 10-15 mph. When the car is not moving the needle sits right at the bottom so its not sat too high to begin with. Its not erratic either, it still goes up nice and smooth. What would be the cause? cable knackerd or the speedo drive in the box?

Thanks Craig.

I would imagine your speedo is electric and not cable ?, either way that is a lot out how do you know, have you checked it with a sat nav ?
Either way they can be adjusted, Speedy cables can do this not that expensive either.
