Exactly, they're ment to be found. An example, If person a has a gun/s and person b wanted to kill person c. Then the guns that person a are robbed for that purpose. Never gonna be reported but have all the prints from person a leaving person b out of it. Person a gets life for murder or at the min 5 years so he's out the running and person c is dead and out the running. Person b or party b "2 birds 1 stone" still in the running. Imo anyway.
