Needs serious heating for the best chance of removing broken bit, although drilling out as far as you dare with ever larger bits, with patience can do it as the remains of the bolt get so thin you can collapse them in with a old screwdriver etc, messy and long winded but works.
The only easy out I would use is the snap on square taper spiral.

This is probably the wrong spelling and i cant remember who makes it but there is a penertrating oil rost off ice that is brilliant, i've removed many a broken seized in stud/bolt with it. If you do decide to drill it i would highly recomend using left handed drill bits as they can somtimes remove bolts when they catch at the bottom of the bolt.
