Not a stupid question, but the answer is a resounding yes.
When the airbag deploys the cover of the steering wheel or dash rips open and out of the way, but some people are sitting so close that they will be hit hard in the face by that instead of the bag.
Also, if you move forward and hit it as the airbag expands out, it is going to hurt a lot more than just a fraction of a second later when the bag has fully deployed and already started to deflate.

burst through rips through the surface of the wheel
flap type is the one your talking about.
Sitting close isnt good but they are designed to work with the seat in its normal range of movement.

Everything is designed to work within certain parameters and if your outside those parameters, for example if your very tall, very heavy, too short etc, then you are more prone to extended injuries then if you fall within the parameters.

I keep telling wor lass she is gona get her heed took off by the airbag if she crashes, you have never seen anyone sit as close to the wheel in your life.
