If it were me id of demanded to see the warrant card for more than a flash as you are entitled to verify his status especially when an "officer" is not in uniform. Also you are entitled to verify his status over the phone with the cop shop.
by the time youve done that then no doubt he will be in trouble with Tesco for not serving customers, insulting customers or some other thing!!!!!!

Sounds like it was a special to me if anything. Police officers are allowed certain other jobs which have to be approved by their "force". They can't be jobs in which there could be a conflict of interest, such as working in licensed premises.
I'm sure a police officer wouldn't be working in Tesco as a 2nd job.. most of the ones I know are mainly black cab drivers.
Your local station should be able to look into the matter for you

as for him asking for details, all he needed was the reg and they could have checked it from there, sounds like someone with a view to liking your car, but then if it wenst missing you'd know who to have a word with.

just come back from visiting tesco and the visit went something like this:

went to customer services to ask to speak to the manager
was asked to relay what happened to the customer services manager
she went to do some checking
the petrol station manager and the security manager then came along to find out what happened
i explained it to them
they knew who it was
special constable (what are they then?)
they were as apologetic as they could have been
they didn't have any objections to me reporting him to the police as it was not something which they would wish any member of their staff to be doing to any of their customers and it was not something he should have been doing etc
so they are going to call me this evening when they have spoken to him
i don't have time to be going to the police station just yet to report him but i may do this evening
updates as and when they happen

ok, as the law in the UK is similar to here, according to our Act (crimes act 1914) section 3V Requirement to furnish name etc.
(1) If a constable believes on reasonable grounds that a person whose name or address is, or whose name and address are, unknown to the constable may be able to assist the constable in inquiries in relation to an indictable offence that the constable has reason to believe has been or may have been committed, the constable may request the person to provide his or her name or address, or name and address, to the constable.
(2) If a constable:
(a) makes a request of a person under subsection (1); and
(b) informs the person of the reason for the request; and
(c) complies with subsection (3) if the person makes a request under that subsection;
the person must not:
(d) refuse or fail to comply with the request; or
(e) give a name or address that is false in a material particular.
(2A) Subsection (2) does not apply if the person has a reasonable excuse.
Note: A defendant bears an evidential burden in relation to the matter in subsection (2A) (see subsection 13.3(3) of the Criminal Code).
(3) If a constable who makes a request of a person under subsection (1) is requested by the person to provide to the person:
(a) his or her name or the address of his or her place of duty; or
(b) his or her name and that address; or

first of all - 1) key word to this legislation is 'indictable offence' .. i highly doubt if having your no. plate incorrectly mounted constitutes a serious offence
2) he must also comply with your quiery of his name, station etc.
Basically, if he is a 'special' then i would go back, armed with a copy of your legislation and ask for his details... then you can call his sham.. or you can goto your local cop shop and report him.

the manager at the store basicly said that while he's working there, he's not coppering, so he shouldn't be demanding details from the punter

i even made the point of saying that the no plate was clearly visable in the windscreen, i paid for the fuel as i had no intntion of scarpering, in which case i would have kicked up a fuss at the time AND that i'd tried to call them yesterday to report it but no one ansdwer thephone, so i made the trip expcially there to report it, in the rain, etc

And yes they legally have to give there name, and badge number. found this out sunday.
first off, If he was an undercover he would need to show you his badge number, all under cover police officers wear them, secondly, an officer that is off duty, is a normal person, just like me and you. they cant do you, they can write your reg down, time they seen you, and the place, they can then report you and you'll be put onto a hot list, so next time your out, they will pull you over.
Off duty officers can and may just come over and advise you, at no point would they give you a ticket, and at no point can they,
Beat Boys again, have no powers todo so, and they can only report you. they can speak to you, and write down your number plate, due to confedantal information, you dont need to give your name, or any details.
Its a fake, someone trying to act like a police officer,
and off duty police officer could stop such crime, like a robbery, a fight, like a normal person, but they cant arrest or ticket you for anything, there not on duty and they are not leaglly able. they would need to call for a on duty police officer, or undercover.

and yes, the copper who i spoke to said that it was a Ł60 fine for a number plate offence, although i did explain that i was awaiting one of them little white plastic cap covers for the screw as otherwise the plate would look wrong
she said that provided the plate was on the car, then that was something that may be overlooked, but the main thing would be to put the plate back ontot he bumper of the car
but i feel like going to the petrol station with no plate again, just to see what's going ot happen

I dont know anything about UK law but im guessing its quite similar around Europe. Over here you could get jail up to two years for acting to be a policeman or other gorverment role such as military, rescue (ambulance, fireman), custom officer and so on.

but seeing as i've got 2 sort of conflicting bits of advice here, one from the police station i went to report it to and one from the police station the guy is attached too, what IS the law on volenteer's trying to apply the law while doing their other jobs?
in this case the store manager seems to have come down like a ton of shite on the guy for "harrasing his customers" amongst other things
pc plods view was that he'd come across to "inform me that there was no number plate on the car" but the cctv sows that my version of events was a truer account of how things happened and even in the interview he came across as very agressive in his views etc so he was disinclined to accept his versions of events
i think that a "proper" copper would have seen the bigger picture and not been out for brownie points
