att anyone that knows how to program electronics and contril electronics with a custom designed program,

i'm wanting to be able to somehow design a program for the laptop (or any pc) to wire in thru a seriel port and control a device,
this certain device need only a voltage to be live and then a pulsed live that can be vairied, to enable the device to be able to show a diferent reading

( does this make sense?)

i cant discuss what this device is as yet as it may make me a nice little earner, which i would be interested in sharing obviously with someone who can help me work it..
