I've been reading about the new Iphone and seen the internet tethering being talked about. What exactly is it it and do you have to be on o2 to use it or can it be used on other networks.

Basically it can be anchored to your pc or laptop and used as an internet dongle. what o2 and apple dont tell you is that it is seperate to the unlimited data you recieve on o2's iphone tarrifs and you have to pay a further 7.50 or so for an internet bolt-on

So it's basically to use the phone as a modem? So if your PC already has internet you won't need this?

Its just the same as using your Iphone as one of those vodaphone, 02, orange etc.. dongles that you plug into your laptop to pick up the internet on the move. You need to get it added on via 02 and it costs £15pm to use. Rip off! My advice by a dongle and get a free laptop!
