what is the difference in driving a car with hubcentric wheel spacer and not?

i'm having trouble pin pointing my shake through the steering wheel after checking the wheel balancing, tracking also put the more buckled wheels on the rear and a new steering rack, i'm now thinking it could be my spacers as there not hub centric... but would that matter as the wheel bolts make sure the wheels square...

the wheel will sit on the hub and center itself, all the bolts do is hold it on.
if you dont have hubcentric spacers, id would be quite hard to get them to sit in the right place then fit the wheel and tighten up. so as you'd imagine if they arnt sat true when the wheel turns it will be like a cam and cause your vibration.
