Is this fro work or home?
we've got a few things here that can do it but none of them are free... we usually use altiris notification server application metering for start/stop events or something called scalable survey which also provides usage data.

Its for work - for a customer - need to try and find out if one of our apps is being closed by someone.

If its one of your apps, can you not just get it to write data out when it is closed?

Or are you meaning if someone does ctrl-alt-delete and kills the process or whatever?

Enable Process tracking auditing Start -> Settings -> Control Panel -> Administrative tools -> Local Security Settings

Goto Local Policies -> Audit Policy, and enable Success and Failure auditing and click OK. You should then see events such as program starting and exiting in the Windows Security Event Log with the category Detailed Tracking.
