I think it is possible to assume ownership of a vehicle but there is a time factor involved, don't know what it is though, and you have to apply to the DVLA for the change of ownership, obviously . When the DVLA receive your request they will contact the previous registered owner and if that person does not object then the ownership will be changed over to you AFAIK

I have never done though and I don't know if this is still the case.

you have to put 28 days notice on the car itself (don't stop ya taking all the desirable shit off it ) and inform the dvla that you have done so. They will "try and contact" the registered owner, if they can't be bothered or can't it's yours...

A friend of mine did it, the DVLA will provide the details of the previous owner and you can try and contact them yourself if you wish. A friend of mine noticed a Cav SR16v left for ages not far from him and went through the process, found out it was still registered to a garage owner and went for a chat. The garage owner said no problem and he'd be expecting the letter. My mate then effectively stole it since there were no keys and stripped it for parts.
