Default FAO IT contractors - opt out notification?

Hi Guys, does any one know about this? im going under my own company name and the agency has asked me to sign an 'Opt Out Notification' form. Now i know agencies can be blood suckers, should i sign it or tell them i want to opt in? I know it is connected with the IR35

Whats the difference in opting in or opting out? i am already in a contract since 4months a go

im so confused

99% of people opt out.. if you read the details of the agreement it should be fairly clear what it means. (it makes you more employable for a start)
