thats because you have an air leak
a split diaphragm in the actuator will cause massive over boost

I spoke to Martin Hadland about a similar problem on my car, he said to make a adaptor to take an airline on the front of the turbo. Then pump up the intake system up to about 2bar and listen for the leak.

I did, leak found and fixed

I think most turbo cars are on vacuum at idle.

What I did mate was take the intake pipe off the air filter and slide a capped metal pipe inside, with a tyre valve in the end of it so I could use a compressor to pump the system up to pressure.

I would take the time to make one of these or you might end up paying someone else to spend ages looking for a boost leak.
