the fan is supposed to be permanently on, it's a viscous fan. when it gets hot it will lock, when its not hot it doesnt drag very much. if the fan is constantly locked and sounds like an aeroplane the viscous unit is faulty, get yourself a new viscous fan for a few pennies.
again i would not reccomend removing thermostats from any engine, especially standard ones. if you havea cooling issue, FIX it rather than removing important components to bodge it

I didnt realise the fan actually kicks in. Thought it ran off the crank or something with the RPM. I never had one before. I've always had RST's
Is there anyway of testing that it runs ok other than the obvious of getting it hot?

When the cars cold, try and stop it (You should be able to0
