Im sure Martin must have a trade policy that covers people to drive other people's cars, he would just need to list all the tramps he intedned to use on that policy

believe it or not, this system has some truth to it, but it's not tramps that do it, it's kids who dress lke tramps to proove to the government that they have ho money for books and stuff that do it
