Default Living in another EU country, question?

Does anyone know the rules on how long you can stay in another EU country for, without working? I'm guessing a passport allows you up to 3 months, but if you want to stay longer (say up to a year, travelling or whatever) what do you have to do?
And what are the rules regarding returning to the UK and going back within a certain time? eg if you stay for 3 months, then go back to the UK, how long is it before you can go back again, and for how long? If anyone has any info or knows where to look it would be much appreciated.

Thanks
