Temp lights, roadworks etc, can have thier timings individually adjusted to suit each road for green time, clear time(all red) and red time.
There is a host of legal criteria for setting out temp lights, a lot not adhered to.
If ANY light in the world were activated by light, what di you think would happen in daylight as the sun is a little bit brighter than the average car headlight.

Inductance loops use a set magnetic field in the loop to be sent and received, if a metal object is large enough, it disturbs the magnetic field and any change is noted leading to cycling/switching.
Some mopeds are not "metal" enough to trigger, and by putting a metal bar underneath will then make them trigger.

we now do loops that sensitive that the can pick up push bikes
