looks like alloy's oxidised under the laquer, not really much you can do apart from stripping them down and re-doing them.
unless they are bare alloy without any laquer, in which case you should be able to polish it out with plenty of elbow grease, start off with something light like autosol.

You need to take them back to bare metal and polish them up again before re-lacquering them

get an electric bosch sander and just go at it with varying grades of pads starting with a rough one to get all the laquer and any paint off, then start on the corrosion, then work back with the finer pads. you should be able to paint it or polish it then depending on what finish you want.
I wouldnt want to tackle that by hand though, would take a while.
