any ideas
had new turbo fitted actuator intercooler an grp a coil an chipped ecu

even drove it with actuator pipe off an still no boost just hits 3psi an holds back

I take it the car ran and boosted fine before this work ? if so try these may help,

1 make sure there is no kink in the pipe from ecu to inlet manifold

2 make sure the actuator is set right ie enough preload around 5mm

3 check the timing if its been touched at all

if none of these work wack your old ecu on and see if that makes a difference, should still let you boost more than 3 psi
