nothing to say you need to spend 3k more, as siad, go and see it, and offer less, offer 21.5k and say that's all you can get and he can have a deal done the following day. If he says no, give him your number, tell he you really like it buts that the best you can manage and tell him to have a think about it and call you if he fancies a deal.
He'll be tempted.
If he ain't called after a day, call him back and ask what he thinks, if he says no still, ask what the bottom figure is and tell him you will see the bank and up the loan.
