-31 & -34 are a part of the Garrett part number.

If an actuator has a PSI marking on it, then that's probably the base lift off pressure.

A std Cosworth actuator has a base lift off pressure of about 4psi, max boost pressure of approx 8-10psi gained by using the amal valve.

so if i ran no amal valve with a actuator thats marked 16psi then it will open up a 16psi? so that would be its max without a amal valve or bleed valve?

Yep, if it's in fine fettle. I wouldn't put it on unless yours is chipped though, and even then I'd prefer a proper Garrett -31 and correctly jetted amal valve. Personally, I prefer the ECU to have some control over the boost levels.
