Default Mods for 250 bhp on a RST

What would it take to get a 1.6 RST to a genuine 250 bhp

you would need an unlimited boost chip
low compression pistons
uprated head and cam
probably a stage 3 hybrid
big intercooler
decent exhaust
and about 24 to 26 psi i would think

Sounds about right to me. That's roughly what I used to have for 218 @ Wheels.

Yeah thats pretty much it, but make sure you have a decent (as in non-restrictive) exhaust and some shit hot plugs too

IMO 250Bhp (@fly) on a 1.6 RST can be achieved this way (while still retaining some reliability )

7.6:1 compression ratio using either accralites, mahles or similar
At least new standard rods (although 250Bhp IMO is on the limit of standard rods!)
Pref A.R.P rod bolts (although standard will 'probably' be ok.
a 'stage 3' turbo (will also be on limit at arround 250 Bhp)
A stage 3 BVH (good for over 300 Bhp)
piper 285t cam
nice big GRS, Radtec, Pace or similar intercooler
A custom map,
Ke fueling mod and/or 5th injector
Other incidentals such as samcos, k&N, decent exhaust, and finally a 'box to take it all!
Arround 25-27Psi should see 250Bhp at the fly on a 1.6

Mine made 248bhp and spec is

Low comp
ARP bolts
Lightened & balanced
Stage 2 cylinder head
Kent CVH 35 cam & vernier
Stage 2 Hybrid turbo
Pace intercooler (big one)
Water injection
5th injector
25psi

ACT's don't go above 25 even over the summer. Wish I could do the same for my water temps Ally rad will be the next tweek I think
