is it possible to trace an ip address? and find out who it is?

its just we get a lot of guests on our site ,the same ones over and over again, wanted to maybe somwhow contact them and give them details to sign up....

For what you need its impossible mate, the feds will trace ips via the isp's if there is a legal action only. Make a contact form or something.
