My Sister-in-law has just won a phone on E-Bay,.....
It has arrived but not what it was ment to be...

request seller details,..
cant remember how, go to help topics.....
but, it will send you address, and will only send phone number if seller has given it to ebay,...which people are not obliged to do

OK. Paypal has come a long way. Usually on the side of the buyer.
Tell the Sis in law to log a complaint on paypal Resoltion centre.
She will give her side/Seller will give their side all is moderated.
Choices are return/Refund/Partial refund.
