Timing Belt on 1.8 Zetec

My Next Door neighbour has just bought a Mondeo 1.8 Zetec. It has done over 100k but seems in good condition. we were having a look at the engine and the cambelt cover was missing. he looked in the glovebox and it was there, so he put it back on.
After we started the engine up there was a rattling, so we took it back off. the belt has become really loose and flaps around when at idle.
He wants to know if it will be worth changing the belt by someone at a garage, or just tightening it up, and if so how to do it? The belt looks like it has been changed at some point.
Any help please?

replace the belt AND THE TENSIONER. i had a tensioner let go and fall appart big time on the mway a while back. was VERY luck it didnt come off or slip a load of teeth, wouldve been new engine job if it had! seems theyve got a habbit of doing this as i know someone else who had the same thing happen!
no harm changing the belt anyway if theres no history with it, but FFS change the tensioner aswell!
