toe in/toe out?

Default toe in/toe out?

can someone explain what 0 degress 30 minutes toe in means??
also when setting up on a tracking gauge how would this be read on the tracker??

60 minutes in 1 degree,so 30 minutes is half a degree.

Some tracking gauges read or convert this into mm or thou,as well.

would you set the tracking up on the gauge to read 0 degrees to 1/2 degree toe in?
