I mailed VOSA the other day and this is the reply I got.

A vehicle cannot be failed for having the ABS system removed. There is no reason for rejection for not having ABS fitted. However if the ABS warning light is still fitted and it does not folllow the correct sequence then this still is a reason for failure.)

I did the same thing and i got back;
If the vehicle is presented for MOT test with all of the ABS components
totally removed and there is no evidence of it ever being fitted, then the
ABS would not be testable. If there are components remaining then there
would be evidence that ABS had been fitted and therefore the warning lamp
sequence would be testable.
Almost exactly the same lol
So the answer is to remove the test light and blank off that part of the dash so its untestable and cannot be failed
