Not all Cat C's require a VIC check..... best bet is apply for the log book then if a VIC is needed they'll tell you so (this is what I did)

they check that the car has been repaired to a satisfactory and safe enough standard to be returned to the road

Phone this number, 08706060440 with the reg number they will tell u if it needs vic, if it dont just apply for the logbook with a form from the post office £19 iirc vic test is just really to make sure the car has been repaired properly and to check the id of it, you can also tax a car with a vic test pass slip and the cost of the test includes a new logbook.
