Default Fault Code Reader

Hi does anyone here happen to have found a PC (USB) based fault code reader that will work on a UK 1.8 TDCI ford focus 52 plate? I bought an elm327 off ebay and that doesnt work, think it was a cheap one :s

just wondering if anyone has managed to find a good one (not too expensive)

Might as well ask here too.. when my turbo kicks in the is a whoosing sound that gets louder the higher the revs get, like air escaping from somewhere, and the car feels powerless :s looked around and people are saying split pipe... any ideas?
