Default Turbo shagg!!!

Hi, I recently rebuilt my t35 turbo as it was letting the boost dawn after I melt the pistons not long time ago and when I was at the turbo shop I decided to upgrade to T38. When I fixed it back to my Cos 400bhp engine I discovered a problem which is when exceeding 18psi of boost the boost guage needel will start to jump up to 22psi and the engine feels that has lost power and then continue to boost up to 25psi normally and keeps the boost. I have a -34 actuator bought last year and have done only few miles so I know it,s still good. The maker said that his work is fine and I got a bad actuator so any ideas???? Thanks

it has a chip for T35 really, but is it possible that it has to do with mapping?
