Default Low Washer Fluid Level Light..

Ok, heres the story, mine has never worked since i've had the car, the warning light just flashes at me 14 times when i turn the ignition on. Now i've tried two other sensers and the same happens - although both sensers are from the scrap yard so these could be f**ked aswell, is this common?

I've got the multi-meter out and have 12v earth on one wire and 2v earth on the other.

Does the senser have to be in water for it to work also? As when i've tried different sensers i've just plugged them in with an elastic band around the ends, but the thought crossed my mind today whether or not it needs to be immersed to work or something?

Next thing is where is the module for this setup? - It's a 1992 4x4 estate 2.0 and last time i had it in bits i couldn't find it anywhere.

Hope someone can help me!

you have problem with wiring, if this is correct. when you disconnect the plug, what is the ohms to the ground in the wires? and what is ohms to the batterys + ?
