Oil filter/modine on 2wd sapphire

Hi all. My rebuild is almost at last stages now, so today I went to change the oil filter (before bolting everything else on in the way of it) and it was seized solid. So I tried punching a screw driver into it and undo it that way. Not a lot of success there either. Then it did start to turn but the modine turned too.
Am I right in thinking this is not correct? I would think the modine should stay in one place and the filter should undo? If this is the case, as my filter is turning with the modine what does this mean has happened?

If the oil filter is tight enough it can turn the modine, it's no biggee though, simply undo water pipes on modine and take the filter and modine off as one, then seperate on the bench, refit modine, torque up centre bolt, fit oil filter, water pipes job done, some tighten the oil filters with tools, it's not needed and can lead to leaks, spin filter on by hand until it contacts the modine, then give 1/2 to 3/4 turn till tight by hand is fine.
I would NOT recommend a(rusty inside) ford filter EFL298(2wd) EFL90(4wd), but a pattern fram or mahler.
