Are there any differences between standard saff lights and the saff cossie lights?

Reason I ask is, I can buy a brand new set of saff lights from the local motorfactors but there only listed as sierra sapphire not cosworth

Yes there is, but easy to make std sapphy(mk2) ones fit, the bit that holds the grille onto the light support is very small about 1" on the cossie, whereas on the std sapphy type it is, from top to bottom, can just cut off to clear the cossie grille as needed, that's what I and loads of others have done to avoid the cossie tax!!
