I have a rusty car, soon to be non rusty. I just sprayed some release on there from inside the boot lid and cranked 'em off.
Pop the top caps off and go for it once the chemicals have had a chance to work.

going through this myself at the moment as I'm fitting a Rouse rear spolier on my saff 
had to go and get a boot lid from the breakers as my one has rusted through beneath the centre pillar on the spoiler 
to get the old spoiler off with rusted bolts, "stop Dremmal time"

Some clown fixed my center post rot my scab welding a plate in there. Savage repairs by goons.
Worth leaving alone sadly.
Make sure that when you get it off that you do your very best to stop rot n' seize. Even if you sell the car make it easier for the next guy!
