Default Daft Throttle Body Question

I know this is going to sound daft but when your off the throttle should the butterfly on the throttle body be completely shut? Or should it be slightly ajar?
3 Door Cossie if it makes any difference.

My data logging shows my throttle opens %4 at idle by vacuum alone.

As good as closed, but there is a tiny tiny gap, this is so it doesn't cause a sticky action when moving from rest.

This depends on TPS setting, and not exactly the butterfly posistion.
Mine also read 4% on secs monitor, but this is how adjust my TPS

It's just I had the throttle body off and noticed it wasn't shut fully when closed so I adjusted it to being fully closed, butterfly is a tight fit and doesn't let anything through (checked it with brake cleaner) But now i've re fitted it the idle control valve has gone barmby tring to hold the car at 2500rpm all the time, it's fine if you unplug it. I haven't driven it on the road yet.

You must not adjust butterfly stopp screw, this should be at factory set.

It is NOT supposed to be fully shut, you will have problems if fully shut.
