Default wastegate

Hi all can anyone tell me if all cosworth's with a t3 came with a wastegate spring pressure of 5psi at which it opens at.

so basically running a vac pipe from wastegate directly to compressor housing would result in 5psi max boost.

ive done a little research and apparrently a -31 wastegate wound fully out (lengthening it) would achieve 5psi max psi and no more.

what i dont understand is how much fully out do i turn it out?

if you wound it right out would it not hold the wastegate open all the time? Meaning no boost?
