Best glue for bumpers?

I repaired my back bumper with permatex epoxy and still 2 years later it's perfect.
Imagine that someone hit my car from behind (during parking I guess) on the bumper (where the crack was) and apart from paint nothing else happened so this glue is really strong! And cheep also here in Greece costs 5 euro.

Everyone I spoke to about torn side supports recommended getting it properly plastic welded......however, I've had no luck round here getting a proper plastic welder to do it.
Depending on which part of the bumper it is, Loctite do one called "All Plastics" This comes with a little marker pen type thing you rub over the areas you want to fix and then use the glue on top. This seems to work ok ( for Ł3.99 ).
I'm not sure if there is something better but if there is I'd like to know too
