Mondeo TDCI 130 Mk3 Slow to heat up

Mondeo TDCI 130 Mk3 2003.
Problem with the engine taking a very long time to warm up. There is also very little warmth from the Aircon in the car. Part of this problem appears to be that the Engine cooling fan comes on just after it starts and is either intermittently or continuously on after that as the engine warms up.
I replaced the coolant thermostat on the engine which did not help. I was about to replace the oil cooler thermostat but noticed that the oil cooler heated up as the engine was run up from cold so it could not be stuck open.
I have run the engine with the cooling fan disabled, by removing the fuse, to see if the engine temperature ran up to normal(mid range on the Temp gauge) and found that it did and the thermostat opened( ie hot water coming to the radiator) about the mid range on the temperature guage. This suggests that the guage and Engine temp sensor are probably OK. So the main problem seems to be connected with the fan running all the time.
Can anyone suggest what else might be causing the cooling fan to be running all the time or causing the engine to warm up so very slowly. thanks
