You will need to check you have supply to the lighter unit. For this you will need a multi meter. The edge of the unit if acting as a earth/neutral, and in the middle at the bottom of the unit is the phase. Usin the multi-meter check for supply to the unit. You could also look at your fuse box and check that the fuse feeding the unit is healthy.
To replace all you need to do is take a very small stroke narrow screw driver and lift the edges of the unit.
Bare in mind though that it may still be live!!!
DO NOT STICK THE SCREW DRIVER IN THE UNIT LIKE YOUR SAT NAV!!!
If you do you blow a fuse and cause further damage.
If you do get the unit out they are very cheap to replace. Your local dealership will be able to supply one, or any decent local auto electrician. They are a simple plug removal installation.
Hope this is of some help.
