Default Injector pump question

Hi Everyone, my 2000 1.8tddi suddenly stopped the other day, glowplug light loss of power so I turned it off and on again it restarted but went a mile or so then just stopped. I coasted off the road and was towed to a garage.
Before the tow truck came, we took off the inlet pipe to fuel filter to see if any fuel reached there. We cranked her over but nothing. Checked the outlet pipe with the inlet pipe back on and cranked. Nothing. Engine turns over but it will not fire up.

The garage says the injection pump is shot. My question is. If no fuel is reaching the filter could it be fuel pump problem? Is the fuel pump electric ,on when you turn on the ignition, works when engine turns over,or is it controlled by ecu and will not work injection pump is shot.?

I had thought of pouring diesel into the outlet pipe of filter and see if she at least fires and runs a bit.

Any ideas I don´t have money for new pump. Mileage is 120,000 never had any noticable problems with fuel delivery before. Does the injector pump just pack up like that??
