EFI Problem

Hi guys
Having recently rebuilt the mrs' FRST I am encountering a few electrical gremlins.
The first problem is the fuel pump is running constantly when the ignition is turned on, according to the haynes manual this indicated the ECU has gone into Limp Home Mode. I took the car to have a fault diagnosis run and there were no faults found.
Its has a T3 conversion Beige injectors FMIC and motorsports development 195 chip running on OFAC. Its blowing 11psi of boost but it just feels really sluggish with no real get up and go too it (quite flat).
Can anyone suggest any ideas?
