Boost controllers
They are just like a bleed valve mate, but instead of you opening or closing the valve to bleed off more or less air, it's done by a solenoid which is controlled by the controller in the car.
Some have a MAP input so they are active, and others do not and simply bleed what you set them to.

I have just fitted a new actuator and just wondering which way to turn it to ajust the boost becuse I should be boosting to 15 psi but it's goin up to 19 which way do I turn it? Do I screw it out make the rod longer or screw it in making the rod shorter.

Not sure I agree with that really Rick, all EBC's i've seen employ a 3 port solenoid just like our Amal valves, or a bleed valve, air injectors are just that... injectors not solenoids

No, the boost controller has the wastegate normally connected to atmosphere. When the boost reaches the set point, it switches the valve so that the wastegate is now connected to the intake rather than atmosphere so the gate opens.
It is a bleed on system, the wastegate doesn't see any pressure until the controller says so. This is the same as an air injector which when closed doesn't present any pressure to the actuator.
A bleed valve simply continuously diverts some of the pressure away from the actuator, as soon as there is boost there is pressure supplied to the actuator.
