Default Fuel gauges-is this right?

Hi guys, i need a set of clocks for a S2 but was just wondering, when i have seen them for sale, the fuel gauges are reading half or 3/4's etc
Shouldnt they be readuing empty seeing as they arent connected? Dont want to waste my money on a set that doesnt work like the ones i currently have

That will just be what was in the tank when they were disconnected.

thers is no sensor or power, so why would the needle move?
